Since you plan on using the hitch for a bike rack and not towing I recommend Curt # C11474. It is just the hitch and the installation hardware as opposed to the hitch, hardware, and a ball mount, which you would not need since you are not towing. That is an interesting issue. What I would do is use a secondary bracket for the plate, # LP15SB. You could secure it to the underside of the tray so when folded up you will have a bracket there. Or you could attach a bracket with a light, # LPL55CB, and splice the light into the same wire used for the light on your Rola carrier.

From what it sounds like you may not have a supplemental braking system in your 2008 Smart Fortwo, and I highly recommend installing one to help get a more controlled flat towing experience. You should not have your car's steering wheel whipping quickly when you make a turn and I imagine this happens mostly as you are making a sharper turn when slowing down; a supplemental braking system will greatly help prevent that.
